Military necessity calls for a highly discretionary exercise: the assessment. Yet, there is little guidance as to how this discretionary process should be exercised, apart from the notions of 'a reasonable military commander'.

<span style="font-family:"noto sans", helvetica, roboto, arial, sans-serif;color:#595959;background-color:#ffffff;">A reasonable assessment of 'excessive' civilian losses are presumed to be almost intuitive. Objective standards for determining excessive civilian losses are difficult to identify, particularly when that 'excessiveness' will be understood in relative terms. The perpetual question arises: are civilian losses acceptable if the war can be won? The result is a heavy burden of assessment placed on the shoulders of the military commander.

<span style="font-family:"noto sans", helvetica, roboto, arial, sans-serif;color:#595959;background-color:#ffffff;">

THE MODERNISATION OF THE REPUBLIC OF KOREA NAVY: SEAPOWER, STRATEGY AND POLITICS

Ian Bowers. Palgrave Macmillan. <span style="font-family:"pt sans", sans-serif;font-size:16px;color:#424242;"><span style="font-family:"source sans pro", "helvetica neue", helvetica, arial, sans-serif;font-size:15px;color:#000000;background-color:#fafafa;">2019. ISBN: 978-3-319-92290-4<span style="font-family:"source sans pro", "helvetica neue", helvetica, arial, sans-serif;font-size:15px;color:#000000;background-color:#fafafa;">

<span style="font-family:"source sans pro", "helvetica neue", helvetica, arial, sans-serif;font-size:15px;color:#000000;font-weight:400;text-transform:none;background-color:#fafafa;"><span style="font-family:"source sans pro", "helvetica neue", helvetica, arial, sans-serif;font-size:15px;color:#000000;font-weight:400;text-transform:none;background-color:#fafafa;">This book sheds light on one of the most under-studied but powerful navies in the world. Using a multifaceted approach, it examines how the Republic of Korea Navy (ROKN) has sought to transform itself from a coastal naval force focused solely on deterring North Korea to a navy capable of operating in the blue waters of East Asia and beyond. The project argues that peninsular and regional security dynamics, technological developments, the US-South Korea alliance and internal politics combine to inform and shape ROKN modernisation.

NATO AND THE CRISIS IN THE INTERNATIONAL ORDER: THE ATLANTIC ALLIANCE AND ITS ENEMIES

Magnus Petterson. Routledge. <span style="font-family:"source sans pro", "helvetica neue", helvetica, arial, sans-serif;font-size:15px;color:#000000;background-color:#fafafa;">2019. ISBN: 9780815360384

<span style="font-family:"source sans pro", "helvetica neue", helvetica, arial, sans-serif;font-size:15px;color:#000000;background-color:#fafafa;">

<span style="font-family:"source sans pro", "helvetica neue", helvetica, arial, sans-serif;font-size:15px;color:#000000;background-color:#fafafa;">

<p style="margin-bottom:16px;line-height:1.625;font-size:15px;box-sizing:border-box;max-width:680px;color:#333333;font-family:"helvetica neue", helvetica, arial, sans-serif;background-color:#ffffff;">The main objectives of this book are to analyse the risks and dangers NATO faces in the current strategic environment and to discuss how the alliance can readjust to those challenges.
<p style="margin-bottom:16px;line-height:1.625;font-size:15px;box-sizing:border-box;max-width:680px;color:#333333;font-family:"helvetica neue", helvetica, arial, sans-serif;background-color:#ffffff;">How can NATO adapt to the dangerous combination of a revisionist Russia, a reluctant United States, and a Europe in crisis? NATO’s relevance and ability to survive have been challenged many times before, and it has not only survived but also has proven highly adaptable to change. This has been good for Western cohesion and for the consolidation of the liberal-democratic, rules-based world order. The main argument of this book is that NATO can overcome this latest set of challenges as well and retain its central role as a cornerstone of the European and transatlantic security order. NATO is different from other alliances because its members share not only interests but values as well, codified in the preamble of the North Atlantic Treaty as allied support for democracy, individual liberty, and the rule of law. The greatest enemy of the alliance is the forces that challenge the common norms and values of NATO’s member states, and – in a larger perspective – the liberal-democratic, rules-based world order, and Western civilisation itself. The book makes an original contribution to the existing literature on NATO and transatlantic relations and discusses the latest developments within NATO since the Trump administration took office.
<p style="margin-bottom:16px;line-height:1.625;font-size:15px;box-sizing:border-box;max-width:680px;color:#333333;font-family:"helvetica neue", helvetica, arial, sans-serif;background-color:#ffffff;">The book will be of much interest to students of NATO, geopolitics, security studies, and International Relations in general.
<p style="margin-bottom:16px;line-height:1.625;font-size:15px;box-sizing:border-box;max-width:680px;color:#333333;font-family:"helvetica neue", helvetica, arial, sans-serif;background-color:#ffffff;">

SINO-RUSSIAN RELATIONS IN THE 21ST CENTURY

Jo Inge Bekkevold and Bobo Lo. <span style="font-family:"pt sans", sans-serif;color:#424242;background-color:#ffffff;">Palgrave Macmillan. 2019.
