How can officer training equip budding officers to understand the cultural factor in strategic and tactical planning for military operations? NATO forces and NATO partner countries frequently contribute in international operations. The importance of the cultural factor, or the human terrain, is recognized in doctrines, and cultural awareness is often identified as a factor for the success or failure of missions. Little research has, however, been done on the question of how to build the necessary competence in officers.
The Norwegian Military Academy therefore invites scholars to discuss the question of teaching culture at military academies at a conference in Oslo, Norway, on 15 November 2017. We invite interested scholars from military academies and other academic institutions to propose papers. See our call for papers.
Deadline for paper proposals is 15 June 2017.
The conference will start at 0900 on 15 November. A more detailed programme will follow. What we do know is that Professor Paula Holmes-Eber, author of Culture in Conflict: Irregular Warfare, Culture Policy and the Marine Corps (2014), will join us as keynote speaker.
We will end the day with a conference dinner.
This conference will continue into the annual conference of the International Society of Military Sciences (ISMS). See below.
We also invite participants to stay the weekend, and we will plan for sightseeing and informal get-togethers.
The conference will be held in Tollbugata 10 (see Googlemap)), a building which was donated to the Norwegian Military Academy in 1802, and which served as campus for the academy from 1803 until 1969. Today it is used as teaching venue and for formal receptions and representation.
Plans for publication
We intend to publish an anthology of articles from the papers presented at the conference, and we are in dialogue with potential publishers.
We will offer free military accommodation (incl. breakfast) at the current academy campus to conference participants who present papers, and beyond that according to availability. The current academy campus is located some 25 minutes by subway from Tollbugata 10, where the conference will be.
The conference organizers will be happy to recommend hotels in the vicinity of Tollbugata to participants who prefer hotel accommodation.
Deadline for registration is 1 September, however, we would appreciate earlier registration. There is no conference fee. But, depending on the number of participants, we may require a small sum for the conference dinner.

The conference organizers have coordinated the conference with the annual conference of the International Society of Military Sciences (ISMS), which is scheduled for 16-17 November. We will chair panels in the working group om military education in that conference on topics which are related to the ones we ask for the conference "Teaching culture at military academies". We encourage participants to our conference to join us for the annual ISMS conference, too. See the ISMS website for more information.
