Hallvard Notaker (b. 1976) has a Ph.D. in History from the University of Oslo (2008). Since 2019 he is a Senior Research Fellow at the Norwegian Institute for Defence Studies, participating in the research programme Norwegian security policy in strategic perspective.

Notaker's research has centered on Norwegian and US political history since 1970, on domestic as well as international topics.

From 2004 to 2019 he has held various positions and fellowships with the Department of Archaeology, Conservation and History at the University of Oslo. Most recently Notaker was associate professor of Norwegian contemporary political history (20%) 2015-2019. In 2005 he was Visiting Fellow at the Contemporary History Institute, Ohio University. He has also been independently commissioned to write books on topics from Norwegian political history.
