The research program «Seapower 2040: Geopolitical development and the Maritime domain» analyses trends and developments within the maritime domain that may be relevant to the future development of the Norwegian defence.

The purpose of the program is to identify and analyse factors that influence and shape Norway's need for naval capabilities and capacities in the future. This includes geostrategic developments, technological developments, evolving warfighting capabilities and strategies, operational patterns, and likely missions and tasks in the maritime domain, as well as a range of other factors that may influence or shape the balance of power at sea.

The program aims to produce reports that can support Norwegian strategic and naval planners in relation to, among other things, a new long-term defence plan (Defence White Paper) for the Norwegian Armed Forces, as well as a long-term force structure development planning for the Norwegian Navy.
