Dr. Ingvill Moe Elgsaas joined the Norwegian Institute for Defence Studies (IFS) in 2014 and is now a Senior Fellow with the institute's Centre for Security Policy. She is a member of the programme for Russian Security and Defence and a RUSECOPOL Postdoctoral Research Fellow.

Elgsaas worked for the Norwegian Defence Research Establishment (FFI), 2009-2014, where she began her research into Russian federalism and power constellations in the Murmansk Region—Russia's Arctic gateway. While at the FFI, she also looked into the state of Norway's protective security (homeland security) as part of a project commissioned by the Norwegian National Security Authority (NSM).

She has analysed Arctic counterterrorism and emergency preparedness in the Russian Arctic within the international research project MARPART, "Maritime Preparedness and International Partnership in the High North", 2014-2018. Her next project, «Counterterrorism and Stability in the Arctic", investigated Russia's counterterrorism capabilities in the Arctic and their implications for security policy, 2018-2019.

Dr. Elgsaas is currently studying Russia's strategic companies with focus on elite relations and exploitation of Arctic mineral resources.

She holds a PhD in political science from the Norwegian University of Science and Technology; an MPhil in Russian and East European Studies from the University of Oxford, St Antony's College; and a BA in Russian language and literature from the University of Bergen.
