(b. 1956) is a graduate of the Norwegian Naval Academy 1981. The Norwegian Staff College I 1988. He has an MA from The University of Oslo, 1994. The Norwegian Staff College II 1995. Melien served in the Coast Artillery until 1992, included two years at the Norwegian Council for Management Development. From 1992, he worked at CHOD Norway (Naval Staff and Joint Staff), at The Defence Staff, at the Ministry of Defence and at SHAPE (Belgium). In addition he has served as Fortress Commander. Melien has been chairman of the Union of Officers in the Coast Artillery.
